Board of Selectmen's Minutes 6/27/05

BOARD OF SELECTMEN                      MONDAY EVENING, JUNE 27, 2005
MINUTES OF MEETING                      SELECTMEN’S OFFICE 6:15 PM

The meeting was called to order at approximately 6:15 PM with the following members present: Martin O’Brien, Chairman; Susan J. Bolster, Selectwoman; Brian J. Perrin, Selectmen and Virginia L. Wilder Executive Secretary/CAO.

Citations

Citations were presented by Chairman Martin O’Brien to Patricia Pumphret –Elks Citizen of the Year and Ann Marie Gardner – First Female Exalted Ruler in Winthrop. This was celebrated in Selectmen’s office in front of friends and family.

Dog Park Update

Canine Committee Chairwoman Trisha Flanagan was present to brief the Board on the most recent proposed area for a dog park.  Ms. Flanagan summarized this Committee’s hard work in trying to find a suitable place for both the dogs and the community.  She proposed that the Canine Committee feels the Winthrop Street Extension is the best area for a dog park.  She commented that it meets all required criteria as well as being looked upon favorably by the surrounding neighborhood.  

Selectmen Perrin voiced concerns relative to potential zoning issues and lack of community input.  Chairwoman Flanagan replied that to date she had not heard one complaint. Mrs. Flanagan asked that the Board vote to formally designate the Winthrop Street Extension to allow for a Dog Park.  Selectmen Perrin asked his fellow Board members to table this issue until more community input could be sought.  Ms. Flanagan disagreed by saying that the Canine Committee has been working on this project for far too long and she feels the vote should move forward or the Committee would be forced to abolish this project entirely.

Selectwoman Bolster said that she has been in touch with the impacted neighborhood and felt confident there was not opposition to this project and therefore made a motion.

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Chairman Martin W. O'Brien to designate Winthrop Extension as the site for a Winthrop Dog Park. Selectmen Brian J. Perrin was recorded as a NO vote.

General Business

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve a permit for a block party submitted by Gayle Callis at 75 Upland Road on August 13th from 3pm to 10pm.  

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Chairman Martin W. O'Brien to approve the reappointment of James Lawrence to the Harbormaster Department as requested by Harbormaster Charles Famolare III. Selectmen Brian J. Perrin was recorded as a NO vote.

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the Minutes of the Selectmen’s Meeting held May 23, 2005.

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the request of Auxiliary Police Chief Sanborn that Michael DiLuiso be promoted to Sergeant of the Auxiliary Police Department.

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve the block party permit requested by Louise Edwards of 96 Nahant Avenue to have a party on July 4th from 1PM to 7PM.

VOTED: on a Motion by Selectwoman Susan J. Bolster, 2nd by Selectmen Brian J. Perrin and made unanimous by Chairman Martin W. O'Brien to approve a French Square permit requested by Temple Tifereth Israel to sell raffle tickets on July 12, 13, 19 & 20 from 11AM to 1PM.

On a Motion by Selectmen Brian J. Perrin to appoint Police Sergeant Arthur Hickey to the Harbormaster Department, there was no second.   Therefore there was no vote on the motion.

General Comments

Selectmen Perrin then asked his fellow Board members to reconsider how the yacht clubs in town are impacted by the recent Parking Program. He suggested that each Club be given 10 visitor passes to distribute to members for overnight parking.  There was some discussion relative to this idea and it was decided that Selectmen Perrin would bring this idea before the Residential Parking Committee to get their opinion and then report back to the Board.

Chairman O’Brien then closed the meeting wishing everyone a happy July 4th Holiday!
